- Vehicles with a Gross Vehicle Weight Rating (GVWR) or Gross Combination Weight Rating (GCWR) of 26,001+ pounds
- Vehicles with the capacity to transport at least 16 passengers
- Vehicles transporting hazardous materials and require placarding
